Proposed Regulations Regarding Dry Needling by Physical Therapists
The Board of Physical Therapy Examiners under the Department has recently proposed regulations that were published in the Maryland Register for public comment regarding the appropriate training for dry needling by physical therapists. The regulations can be found here
. The proposed regulations were developed as a result of guidance provided in an advisory opinion by the Maryland Attorney General
concerning whether dry needling performed by physical therapists is within their scope of practice without legislation on the subject.

The Department sought public comment on the proposed regulations and their impact on public health in the State for consideration in making a determination on moving the regulations forward in the regulatory process. The Department appreciates the many hundreds of public comments it received during the 30 day comment period that ended on September 28. As a result of the public comment period and review of the Attorney General’s letter, the Department has sent a letter to the Board of Physical Therapy Examiners on next steps.
